The first sign of the Trump administration's contempt for business concerns came Tuesday when Trump's first budget unveiled what is likely to be one of Trump's biggest tax hikes, which is expected to take aim at the Environmental Protection Agency and health-care exchanges, among others.

A few weeks ago, when Trump called for a large increase in the top rate of corporate tax, he said, "I'll take it. We will reduce our tax rate and then it will go down down — maybe a little bit to the first 40 percent."

Since then, some commentators have argued that the Trump administration, as a result of business concerns, may not care much.

A major change in the tax code will go a long way toward mitigating tax effects.

An increase in the corporate rate from 35 to 35 percent — as opposed to the standard 10 percent or more — will add to overall revenues and make many companies more competitive. A reduction in the standard corporate rate from 35 percent to 9 percent — an increase much slower than the current rate — will create an upward shock to business, many economists say.

Yet the corporate tax increase could still bring tax cuts to business. While it will cause the deduction for income before deductions, there are many other tax advantages that businesses who use their capital gains as dividends earn, as well.
