I'm also not convinced that the "good" ads have reached so far. The majority of the ads, from about 8% to 10%, have turned out to be too bad to be worth bothering with. I guess it depends on your perspective.
There could be other reasons for the bad ad behavior of the ads, like what I call a click rate spike. Maybe the lack of a click rate is the result of the advertising campaign not responding properly. I'm curious, could the AdWords page get flagged for being too large? If it's larger, would this make the ad even more annoying for the user?

It seems that there are a number of factors that could explain the click rate spike in the Google results. Many are related, like the fact that they're lower on Google's "click-through rate" and not higher.
Other factors related to performance are also being debated, and some of them are more subtle and difficult to distinguish through their similarities in behaviour. For example, I can't tell where the content is from and how the target will read it. Also, Google results tend to tend to show only top links in the headline, which can be problematic because of the prominence of the links.
