Write a clandestine operation in the Philippines for support on anti-terror threats to Philippine law enforcement officials, the report says.
It includes the threat, "of direct, visible harm to property or human beings and or, if the risk is not eliminated, the threat of violence or imminent physical harm in connection with the commission of the crime of terrorism or acts of the commission of an act of terrorism directed against persons under the jurisdiction of the Government of the Philippines."
More than 1,800 military members were present in response to that threat.
A second military member interviewed by the Philippines Times said if the threat "were not eliminated, and the Philippine National Police (PNP) were to execute a warrant for them, the threat would have been contained and its presence in Philippine territory could not, in fact, have led to the arrest and conviction of those who committed terrorist acts."
More than 300 policemen were present, the report says, of which 70 were with the PNP.
The report came during a break from an extensive investigation by two of the military's most senior officers for a year after the bombings of the former Algiers International Airport which killed 20 people and wounded more than 100 others in July.
The US has also sought to stop the investigation.
In the Philippine statement, US officials expressed their "deep concerns and sympathies" with the victims or their family members in the bombings.
