A secret document and interview from the Reagan Presidential Library (now called the Marshall Library) also revealed that, under Ronald Reagan, a secret plan was being hatched with the purpose of moving American soldiers out of combat zones.
"The Soviet Union's decision to attack a base in southern Germany was, in part, to try to use the new American bases to gain more military assistance," John Marshall, then an intelligence chief in Washington, argued in his memoirs, "From The Vault."
"The United States plans on using the American Army bases in Romania to train Soviet military officers and then use those bases to go to war in the war," he added. "Some Soviet officers are particularly eager to join the effort. For instance, several of the officers of KG2 (the military intelligence center for Romania) expressed interest in joining."
However, the Marshall's book didn't name that individual - and the Marshall Library and its own documents were unavailable for an interview with the Washington Post until October.
John Marshall had even considered the possibility of moving his entire military presence from the United States to Romania before they began their mission to Afghanistan, but he never brought it up, according to those documents - including

Clinton's aides were surprised when that information was relayed to the State Department. Instead, their top diplomat received only a handful, a few people familiar with the matter said.
"It's one thing to take this and tell them what it is, but this is really a very small and insignificant number," said one former senior diplomatic official, who spoke on the condition of anonymity to discuss sensitive intelligence matters. "Everyone was surprised at how quick they were to respond to a memo."
The State Department had no immediate comment.

The National Security Council responded to the letter by saying, "We don't recommend sending any public information to members of Congress or to agencies or members of the executive branch."

A federal attorney investigating the Russia investigation has asked the Justice Department for more information on the White House's approach to the issue, including whether members of the Obama White House were involved in the bureau's activities throughout the year.
