The report states that the CIA did spy on the internet with its GCHQ intelligence-collection unit to collect metadata about the users of the internet.
It states that GCHQ did "enabling" the US government at least 500,000 US citizens to access and read the communications of "all online content on the internet", that GCHQ also did not target "any target persons" (including "top web-based websites, websites and service providers") and that the NSA relied on GCHQ data to collect information on users on the web from 2011 onwards.

Flynn's public apology to the US intelligence community and his public declaration of wrongdoing before the Senate Intelligence Committee have been followed up with Senate hearings in two places. Both have been stalled. But Flynn's release is not as expected. According to reports, the Department of State gave "exclusive access" to Flynn's communications through a legal arrangement with the Kremlin before he resigned, then denied it.
Flynn's lawyer, James R. McGahn III, told RT that the US government is not interested in his resignation – a point in which it would likely cause serious delays. A spokesman for the White House did not reply to questions about his actions.
