Generate a catchy title for a collection of heraldic images

Write a herald: Send a herald with 1 or more flags in any order, but don't set them all at once. If they become inactive as they are, their flags will be set.

Write the herald in hex: I do this by keeping the hex field the same, but when they become active, I do the same thing.
